As you are aware, orphans adopted by US citizens and entering the United States on immigrant visas are usually exempt from the requirement to submitan I-864 Affidavit of Support from the petitioner (the adoptive parent), provided that both parents saw the child personally before or during the adoption process and the adoption was legally finalized prior to
admission to the United States.
The Department of Homeland Security has introduced the Form I-864W (Intending Immigrant's Affidavit of Support Exemption) for use in all cases in which the intending immigrant is not subject to the requirement for anaffidavit of support.
Effective March 1, the Immigrant Visa Unit will require a completed and signed I-864W for each IR-3 immigrant visa applicant.

Please advise adoptive parents who meet the criteria described above fill out and sign a Form I-864W and deliver this document along with all other required documents at the intake window.
